You can do it here and there is no specific rules and regulations when it comes to launching a project. Of course anyone can make tokens but the problem is that how you can encourage or convince users to use the token you made. It needs promotion and you can check how they do it here in this forum. Just visit this section https://bitcointalk.org/index.php?board=238.0 and try to see it for yourself on how you can promote your tokens and launch it as a project. Just do not become a scammer by launching a project and then runaway when you get some money from the crowd.

On what Blockchain your token will run?

If you will run an ICO, you need to establish your project to the concerned authorities there at your country for legality issues. Since it's a sort of fundraising and money is involved, you need to know every legal side of your project.

If just a simple airdrop or you want to just distribute it, then the process might be different which is I'm not sure. Anyhow, a token should always be introduced in a professional way starting from introducing it until you reach your goal.

Conform to what exactly? To the best available crypto standards, or to certain forum rules before posting the token here? If you wish to create a new project, just make sure it is very safe and mostly controlled by the community you'll build  around it. I would keep things very decentralized, safe, easy-to-use, efficient etc, otherwise I would try to get the project centrally regulated by governments.

Don't really understand your intentions, do you want to legally launch the project in this market? I am really surprised that you do not have any direction to develop a project. It will be difficult because you don't know where to start

If you want to launch a token and you do not know how to go about it then do not launch it. This is likely a one man show and most of it end up in exit scam. I don't think you have both the technical and the legal know-how of how to run a project

I am still confused of what you mean. Do you mean how to introduce it in this forum? Or, do you mean about how to make your new token acknowledged by the community?
Do you have other team members?
If you have a new token, you should know how it will work. You should know many things about the token, not only creating a new token but also the prospect of the token, the utility, contract, system, and also many things. They are in order to ensure the people to be interested in your token. However, if you yourself still being confused about it, better to ensure what kind of token you offer, what kind of project ad how profitable it will be. For, most people will not like shitcoins.

Token economy is not really a place to show off your programming skill, I must say! The crypto market is overloaded with useless and dead token and I am sure that we don't need more without a valid reason or a business behind it!

Conform? so you want to comply with the rules or laws, why not start to be approve by sec in your country? It is hard to be approved since it is cryptocurrency but some projects like blockstack has been approved by SEC take it as an inspiration. You know you got a long road to take before you can get there. I hope you are just planning it for now, because jumping into it without proper preparation will result to failure.

Almost all the tokens have no real reason to launch to be honest and so does most of the coins too. Then there will be no problem if another comes here, LOL. Seeing OP's history, I believe his team is full of 1 member only
