This is the BEGINNERS & HELP BOARD a board to
+orient and accustom beginners to bitcointalk and bitcoin
+ give answers to -newbies- questions
+ I don't know if this is official but merit giveaway alsi happens on the board
+ in summary a link where newbies meet with experience

Boards are there to make sorting out information, exciting interests not complicated/un-arranged. So it goes against what a board was built/assigned for when you bring in topics of other board into another.

Some ALTCOIN DISCISSION and even other board has been coming into this board. I know a report can be made and the topic can be shifted  but this can serve as
+ attention so incase you don't know why your topic was moved
+ reduce this sorting out for moderators

As a user who believed that the topic is off on this board. Everyone can simply click the report button and Im sure moderators will take action if the reported is found accurate. Ive saw also some topics that sometime doesnt belong here as per my knowledge based on the topic content. Ive simply report it with I know appropriate. We cant stop them or warned but with reporting this could help identify these topics that need action.

Anyway its unlimited and I dont care even my accuracy is way have some bad reports as long as some of these were being addressed by our mods. Sometimes there are guidelines that are helpful to newbie however the topic is entirely about altcoin so even so it helpful it still be needed to be move.

See the unofficial rules. If the rule is applied strictly, no guides are accepted in Beginners & Help and it is place for newbies raise questions, then others leave replies to help. In reality, guides are accepted in this board and that rule is unofficial.

Beginners & Help - All primitive questions (to pros like us Cool) like "what are ASICS", "who is satoshi" and "what is mining" should stay here.

Off-topic - "Other topics that might be of interest to bitcoiners"

There are overlaps and sometimes each member and even each staff has different opinion on it. Consequently, if you report a topic like "Please move this one to Off-topic", moderator A accepts yours but moderator B won't. It depends.

Some members bring articles or phishing sites, fake application findings into Beginners & Help and accepted to be exist there. IMO, they belong to Scam accusations.

Per board descriptions above, you can see how complicated when you have to classify one thread is belong to Beginners & Help or Off-topic. Threads (guides) are related to security, privacy can be classified in Beginners & Help or Off-topic. It depends on each member, each moderator and I am sure that no one can say decision is right or wrong.

In 2017 and 2018, merit giveaway threads are immediately moved to Off-topic (community complained a lot) but recent months, I see moderators accept merit giveaway thread existence in Beginners & Help.

Summary

• Use report button if you see one thread is released in inaccurate board.
• If your report fails or if you see one thread does not fit your needs, ignore it. Be simple, be kind and no need to be serious

Up till now, it is a forum limited rule:

• Members are free to move their threads back and forth.
• No limitations on how many times they can move their threads.
• No restriction if a thread was moved from original board (Beginners & Help) by moderator, it won't be allowed to move back to that board by thread owner.

99% of the topics getting posted on this board shouldn't be here including yours too. But I guess we're tired of using the moderator button (as the more you report and topics get moved, the more new ones are created) lol. The beginner and help board is viewed as the most convenient board for users hoping to get merited that's why you see lots of unrelated topic getting started on the board. And in as much as they post and they get merited, more and more users hoping to receive same favor will jump on the trend.

If we want to reduce the rate of such type of threads then we have to stop meriting them when they're posted. Unconsciously to some and consciously to others when merit hunters see a particular type of thread recieve merits they feel the urge to try their luck too as a result,  they'll likely replicate such thread or try to produce something similar, with the sole purpose of recieving merit.

The examples aren't far from us as we see threads relating to ranking up becoming a norm on the beginner and help board that even when it's posted on other boards like meta, others redirect the poster to this section of the forum, which shouldn't be the case as those post are not related to this board in any form.

Even moderators tired of them, because lot of my reports were unhandled for a very long time and I am sure that all of them were related to moving the threads from here to their appropriate section.

There's every trutu in what you have said but lets not forget, this is the beginner and help board, every post is welcomed here. We shouldn't expect newbie to know exactly every board that there topic should fit in, they're newbie for christ sake. they're free to post them here then it's our duty to inform them where the right board is and teach them how to use the move button so they can move it to the appropriate board.

When the topic creator isn't active we can report the post too to moderate and they'll do the needful. The reason the topics are not handled could be the moderators haven't seen the report, they feel the beginner and help is ok for such post or can't find the right board for those topic.

As far as I can remember, most topic starters on this board ain't a beginner. At least their rank is not a newbie.

I also believe that giving notice like this is meaningless, just report to the mods. They're not tired or anything like that, but they don't have time to spend lurking around the forum everyday.

I think the point made by the OP is that this isn't working - just look at the index.

If you want to rank up to boost the value of your sig, then you can post here in the hope that a merit source has some unused sMerit that he needs to spend, or that a fellow bounty hunter will help you in the hope that you will return the favour.

The first paragraph of your reply is like hand picking it on how it laid in my heart. Like I said on the post, I report is as of now the most reasonable, fastest way to getting it right, but this might me one to many -making Newbies/beginners understand where to post and why their post was deleted- because not every one would see this.

Just as @joniboini has answered, most of the users posting on the board and also guilty of posting of off-topic posts on this board aren't newbies, rank wise, the board has be hijacked from it's intend purpose and has been turned into a hurting ground for merits. To some extent it kind of add value to the board because more quality topic and reply are introduced daily but that doesn't mean it's ok.

This is a beginner board (as the name implies) so mistakes are bond to happen but we shouldn't misuse that privilege, atleast if the noobs are doing it, the higher ranked users shouldn't join the party as that will only encourage the noobs and future newbies to continue in our footsteps. Each board has a specific purpose for it's creation that's why we have different board for different discussion so we should learn to used them appropriately.

For now reporting of the topics to be moved when we encountered them has to be the most effective option. Although as I have previously mentioned, ignoring this type of topic and not giving them attention until they have been moved to an appropriate board could contribute to the reduction in the rate of such topic getting posted here.
