Which project out there that currently exists has the highest transaction throughput? preferably with a confirmation time of under 15 seconds.

Is it one of the POS chains?

I know that it is possible to have almost instant confirmation if there is only three nodes, but what blockchain has like 20 nodes, and thousands of TPS?
