i even can wait 1 week before u send me crypto to be sure that my money not hacked or illegal

reason i need crypto because paypal not allowing withdrawal in my country so i need crypto to get cash

If you wait or take fund after 1 week that doesn't mean it is not hacked or illegal. According to PayPal terms it can be reverse with 180 day which means 6 months. So, if your fund is illegal or hacked then it might be reverse any time between 180 days. So, there is no way by which we can know that fund is perfect or not before 180 days.

It might be better if your send pm directly to the op. Before making final decision keep in mind that PayPal is a reversible payment gateway, so take it as your own risk. Please do not think that it wont be reversible if you receive it as FnF. All types of transfer are reversible by PayPal.

Till now have you sold any paypal on this forum? If no, then there is almost no chance to be able to sell any paypal fund in here before make reputation and/or reaching higher rank. If yes, then would you like to tell the btc transaction ID to verify?

1- Accept Paypal
2- Ask the sender to open dispute
3- Ask the sender to surrender his dispute and close in buyer's favor.
4- Now since the dispute is closed you can't open any dispute again in that transaction.
5- Release coins.

I am not a trader so just wondering if someone can reply to me about why this is not being done.

Your mentioned point is good but valueless. Because if anyone send from FnF then that person cant create dispute same as once closed 1 dispute no chance to create another dispute in general. But still dispute can be opened in both case by mentioned way:
1. Account has been hacked
2. Dispute by bank/credit/debit card.
If dispute by credit card/bank then you will loss the fund as well as additional fees. It is 20$. This fees might be vary.
