best way to buy monero?

What is the best way to buy monero that is safe, anonymous, and on a decentralized exchange. Having very low fees is also a factor, but the other ones are mandatory. I want it to be online, on my desktop, not on a smart phone, but also completely in my possession. I am debatig between monero.cx and https://www.getmonero.org which has an app you can use. Thanks.

monero.cx is a fairly new site but i haven't seen any complaints about them so far. getmonero.org is more like a guiding page about monero project and is not an exchange just like Bitcoin.org is to Bitcoin. You can however get information about wallets and exchanges from there.

You can get exchanges from here - https://www.getmonero.org/community/merchants/#exchanges so are centralized while others are not.
