Greetings everyone!

I wish to send BTC from my ledger HW.1 to my ledger nano S using Electrum. The HW.1 uses a p2sh-segwit and I have created a segwit addresse on my ledger. When I try to send the transaction and sign it,
the signing using security card backup is running and completed, but the transaction wont be signed. I have tried clicking on the sign box, but the process will just repeat. It is connected to the device and network. The wallet is standard and I am using version 4.0.9

I have also tried on Windows 10 and ubuntu but with no luck

Have you tried importing your 24 word seed into Electrum, then sending the coins from Electrum to your Ledger Nano S?  If you're having difficulties sending from your HW.1 that may be an easier solution.

To do that you'd just have to start an Electrum wallet, state that you already have a seed, and enter it.
