Because people are respecting its intended purpose.  It has greater utility in testing things than it does as a speculative asset.

Just because someone is being greedy and manipulating an altcoin's testnet for profit, doesn't mean Bitcoin should follow suit.

Testnet coin is used for testing purposes as it should be. You wrote testnet3 and you would know that there are 3 generations of bitcoin testnet. If bitcoin testnet 3 generation has value, bitcoin developers will create bitcoin testnet 4 to force the bitcoin testnet3 to fall back to zero value.

It is a fraud if you are invited to trade bitcoin testnet with real value.

I know bitcoiners have to spend money for bitcoin mining rigs to mine bitcoin testnet, but official trade it is fraud attempts.

resetting bitcoin testnet is not only feasible but also very easy thing to do since nobody has any need to keep that network alive everyone would shut it down and move to a new one just like what happened a couple of years ago when we migrated from version 2 to 3. nothing has changed in that regard so don't keep your hopes up thinking you can earn money!

Why are they called testnet coins anyway if they are going to cost some dollars just to acquire for testing purposes?
A $100 testnet coin vs free testcoin, which one contributes a lot more to the development of the network?

Take your greed else where, we don't need it in Bitcoin.
