Recently, my country 2nd hand price for 1070 8G is almost same as 2nd hand RX570 8G.
Should I grab 1070 8G for first priority for building a new Rig?

I mainly mine Eth.  Please give advice...

GTX1070 will give you 26MH per second at 129 watts, some can get more if they overclock but RX580 8gb will easily give you 29 to 32MH per second at 90watts, so as you can see the RX580 is better, less power consumption and more Hashrates

RX580 is better since it's 8gb version, saving electricity costs is a must and gtx1070 lacks in that area, though it's nothing to worry about if you have free electricity
