Be aware that you can gamble in a physical bookmaker/shop where they don't ask your documents or complete a KYC. In most of western countries this is completely legal.

I believe this is rather an offert rather about OP openly asking for money so OP can use it to bet and give a fixed percentage of money back to whoever dares to give money to him.
Honestly, it is very likely this is just a scam or attempt to take money off people and then run away with all of it, there is no way someone with a guaranteed percentage of returns up to 35 percent would need liquidity from strangers.

This is one of the oldest tricks on books written by scammers.
