Too soon. It doesn't need anything yet. I doubt that merely proposing a bill would meet Wikipedia's criteria for notability. If they pass the bill, then consider adding something to the wiki page.
Yep, it's too early to edit it to relate it to the new things that are happening after the president's declaration about BTC. But it's definitely a good start for a country like El Salvador to just use BTC. The number of users downloading the Strike App which is a BTC wallet had gone up in El Salvador.
This president is actually popular in their country, he didn't belong to a major political party before his time as president now he has the numbers in the congress and probably going to be successful if done right.
No other qualified editor for your country's wiki than someone who knew more of it.
