Additional Notes: I think this service should be doing for scam. This may make down the account which might be helpful for the instagram community. No, one should provide any service like that. They may also collect email and then send email by giving threat that they will make down their account. And to reactivate they may ask for ransom.

If you are of a strong opinion  that this guy is a scammer, and can't be trusted, then why you didn't leave any feedback yet?

Gonna play the devil's advocate here and say that his service can even be used for good, to ban scammer's account. But seriously now, I do agree that what he is offering sounds dodgy AF.
