It seems to me that the information you provided is too general. The conditions that you require can be met by at least 90% of users of this forum. If you do not want to receive spam with questions, at least mention the rate you are proposing and maybe more about the tasks to be performed.
I am sorry but I could not understand how 90% users of this forum will be able to met the requirement of the OP? Would you like to tell how it would be possible? Are you sure 90% users of the forum know design as well as/or coding? I do not think so. Though the post of the op is not enough clear about details of the project and payment.

If almost no experience is required other than knowing the Firefox, then I assume 90% of Bitcointalk users can probably fit.
