Did you buy this as brand new recently?
I think new miners from ebang are set to static IP(DHCP disabled) so your miner might have random IP and the provided IP from the sticker is different from your miners IP.

You need to use a software from ebang to find the right IP of your miner and enable the DHCP. You can download the software from here http://miner.ebang.com.cn/article-8.html

Then follow this video guide below to enable the DHCP and set the pool from your "miner configuration".

Sounds like a network-related issue, pretty hard to know what exactly is going wrong but it seems like your miner isn't connecting to your LAN for some reason, the first thing you would need to do is a hard-reset, I have never owned an ebang miner but I suppose the reset process should be similar to Bitmain's gears, you just got to find the reset "whole", use something to press the reset button for a few seconds until the LEDs flash, then let it go.

You also want to make sure that your router has a DHCP server enabled.

On the right side of the miner ou will see the label. On the label there is ip of the miner. To reach it you must change the ip range of your modem.

The more I meet people, the more I like my dog.
