Either your project is a forum - for which you can get even free software if you look around a little, hence no big investment is needed - , either you wrote pretty much nothing relevant about it.
This is not enough to ask for partnership. And this is also - by far -  not a valid collateral.

I wonder if it's the same guy doing these, there has been an influx lately of newbies asking for partnerships and donations, I have the impression someone is really trying hard to find someone gullible or greedy enough for this.
