Nobody likes war and war isn't the solution but a starter of destruction in both side. Big countries are always creates pressure to small counties and force to to follow many rules without any reason. Big countries need a shilly excuse to start war. Whatever if people are aware about their rights, educated enough and brilliant enough then they won't allow their country to began a start. Rather they should need to work for their development. But it isn't easy to eradicated insecurity, no all governments are good enough in this case.
Are you aware that in the most of the cases war or conventional warfare does not have a thing to do with tackling insecurity in societies, right?
It can only be applied to extreme cases when criminal organizations which are way too powerful actually declare some kind of open war against the public established order within a republic. Those cases are not common and each one of them and supposed to be studied individually.
Take a look for example on the war against the Mexican cartels, those are not normal criminals. Because thet can hold both economical and huge political influence on the country, one could also see as an example the case of the gang wars which recently happened in Ecuador, when literal hundreds of gang members went to the streets to kill police officers and burn down vehicles and houses.
In those extreme cases and situations, there is no much option left but lethal force and apprehend those who wisely surrender.
In the normal cases, when we talk about petty crime, shoplifting, and perhaps some mugging. It would be absurd to talk about war. Policing and law enforcement is not warfare, is law and order, which is necessary to any society which presumes itself to be civilized.
