Here is my suggestion and correct me if am wrong, i believe the only option here is to write your seed phrase in a doc or pdf file, and encrypt and also put it in a folder encrypt it with another password, if possible add to another folder but if you can't remember more than two strong password then just go with two, and save it in your Google drive, but before that make sure your email has two factory authentication security. So that it would be difficult for your email to be hacked. This option is not 100% secure and I don't advise you use it when you have a better offline seed backup.
Whenever your file touches the internet, then it becomes vulnerable no matter how many times you encrypt the file along with the strong passwords because we are not that good in creating the strongest passwords so it won't take too long for bruteforcing.
For someone who are in the natural disaster region the better way is having them in a usb stick that is at least water-resistant but consider it as only emergency backup when you no longer be able to access any of your offline backups.
