Creating a cryptocurrency similar to HullCoin to help poverty!

How could one make a cryptocurrency but only allow XX amount of mining rigs to mine it?

I think spreading the HULLCOIN IDEA would be a great idea to expand internationally,it's much needed here in Tampa Bay, Florida, there is a lot of homeless people, migrant workers, people stuck in financial poverty in need of help!
