I have predicted before about this term because your FS offer is using bigger base bet compared to other FS bonus in other casinos. He won $103 from the FS so he will need to wager more than $30k by his own deposit in order to unlock the the $103 bonus. I think the difference is as what its name "short" and "full" and maybe those who select the short one will also be asked to fill the information as the full sign up process later.
As per their terms, withdrawal is only allowed once user's identity is getting verified so actually the short one is just a faster registration process while the full one will make players easier later when it comes to verification.
Just my assumption based on what I can see on their terms that identity verification is mandatory for withdrawal.
