The government would never implement this system so they have control and Bitcoin halving would always be as it gives value on the long run.
The government has implemented similar system in the past. That was the gold standard, remember?
Using a currency with a scarce supply helps the economy avoid inflation, but also causes many disadvantages. For example, this would make it more difficult to manage and regulate the economy. Especially if there is a crisis, a recession and if they are not allowed to print money to stimulate the economy. The result was a prolonged recession, business failures and widespread unemployment as the economy was devastated. Or if the economy falls into a prolonged period of deflation, things will be worse than inflation.
Using a scarce monetary system is not as perfect and good as many people think. This system has its pros and cons, and the cons are more, and that is why the world decided to abandon the gold standard.
The reward halving is great but only beneficial if Bitcoin is used as a hedging asset. But if we use it as the main currency for the national economy, it will cause many problems.
