I understand where you are coming from, but in the end they're someone that got reported by their fellow countrymen. Especially as a Newbie, I'm not going to be splitting hairs. I took the post at face value, made a decision and moved on as there is always more to deal with. And maybe I'm just jaded from years on this forum and constant dealing with Newbies, most of which are used for signature spam/account sales. I'm far from perfect as well.

In the future, I'll either let the local Moderator handle it, as they also have more cultural knowledge, or weigh the options more heavily.
