I think the word "expense" is more suitable since he counted it within the monthly expenses that he covers with his budget. A budget is basically an amount that you use for certain expenses within a set period, for example, if I make $500 a month, save $200, then the remaining $300 is my total budget for the month, now I can have all sorts of expenses that I will need to cover within that budget, and if I'm including my Bitcoin purchases within that budget, I would call that an expense, unless I have decided to put aside a specific amount only for Bitcoin from my salary, that will be my budget for Bitcoin, but the case is different here.
