I think that the thousands of small-stakes players are the ones that contribute greatly to the stability of an online casino the most because I believe that they are on a continuum. Number of players doesn't matter, a casino will prefer one customer who bet 10K over 10K members who bet $1 but it's just business so they want to have both high rollers and just an average joe then only they can maximize their potential revenue in the long run. And anyone who is losing money on a casino is the one who is helping the casino to make money so if you are proud that you are helping a casino to stay profitable then you are losing money there.

Indeed, I think there simply won't be stability with VIP whales, as they're extremely smart and can leave the casino at any time if they find a reason. The reason will likely be bonuses or other attractive terms, perhaps fast and reliable payouts, attractive competitors, or any number of other reasons. Both types of gamblers are essential in the survival of the casino. Because these VIPs or high rollers will not play everyday, but most small ones will play. So to generate an everyday income, the casino needs all kinds of players. The casino would want anyone to play on their site as it means, they have something even on regular days.
This is why, reputable casinos address the issues of all kinds of players, whether a high roller or not, because both of them are giving them sustainability in this business. Without those players, would be hard to survive because of competition. If the player is happy, even if he is a small-time player, it can give them income in other forms such as good review/feedback. No casino will open for just whales neglecting small bettors, every casino started off with small bettors supporting the casinos until they are able to attract whales, it takes special offers and bonuses to pull VIP from one casino into another, casinos should focus on both rollers.

Casinos have to make revenue somehow and not entirely from whale users that know how the game works and possibly have an edge vs smaller users with no edge. I've never operated a casino or spirtsbook before so it's hard to tell.

The VIP whales play with huge money but are more in a position to get profits and RTP based on the level they have attain in the casino. While for constant low players like us, when we lose, we lose everything to the casino. No promotional bonus, no free bet or free spin, just losing money to thin air.
