Not only for public facilities, but all taxes collected by the state must be returned to the community and truly benefit them, especially taxes collected from the gambling industry, which constitute a significant amount.
That's not all I want to convey. When the government collects taxes from the gambling industry and casino visitors, it must also take responsibility for treating people suffering from gambling addiction, one way of doing this is by establishing rehabilitation centers for addicted gamblers. Everything taken from the community must be returned to the community, not to private pockets. The reason why many people are reluctant, or even unwilling, to pay taxes is not because the taxes themselves are high, but because the benefits of these taxes are not felt by the community.
But you need to consider something important, though. The revenue of government which comes in the form of taxes is not necessarily spent on solving social problems which are linked to the source of the income. Income for tobacco and cigarettes are not used by the government to fund programs for smokers to quit consuming tobacco permanently, that money could be easily spent on weapons and defense or something completely unrelated to tobacco or addiction to tobacco. It is the same with gambling, the way in which taxes are collected and spent are a consequence of the way the administration functions and its priorities, if solving problems related to widespread addiction to gambling is not within the priority, then they will continue to collect money from casinos and gamblers and not to spend a dime on rehabilitation centers.
