This would be an open source project.
A website like bitaddress.org to create a paperwallet to put inside an envelope and also to print the public bitcoin address and QR code with a disclaimer and advice note your grandmother could understand about never opening the envelope without knowing how much was it worth while sealed.
It would also have the .iso file and correspondent cryptographic hash of a very light linux distro with all trusted printers drivers and no driver for internet connection to do so from a live CD boot.

This might be something you could do with sd cards. I believe there actually is a cold wallet sd card all ready out there for use with raspberry pi.
