One more thing - Coinbase is in the US so Americans understand proper tense and would've said On (a PAST) date, our agreement WAS changed.
Since the first line sounds illiterate, it's either from a dumbass hacker or a foreigner.
That simple phrase - on jan...our user agreement has changed - would be red flag #1 and deposited to the trash bin as bs.
Then using agree and agreement redundantly is red flag #2.
And "kind regards" isn't usually a salutation from an American
We tend to go with Sincerely in general...or a thank you.
