What happened:
Scammer answered to my add where I was buying 0.05 btc over paypal. He wanted it to be sent as gift, and that wasnt a problem for me. He said to tell him when I send the money, so he can send btc. I have sent the money and he has not responded since. I have sent him multiple PMs asking him if he will send the btc or not, or if there is any problem at his side. Also I warned him that it seems to me that this is a scam since the time is passing and he isnt responding. (he was online all the time). At the end I gave him additional 30 minutes to send the promised btc. He went offline. The time passed, he came back online, but no answer and no btc from him.

You need to list more information. PMs, TX IDs, PP transactions.
You made a bunch of mistakes yourself in this trade, I hope you learned from them.

When the subject of buying BTC with Paypal comes up, I often remember this:

Insanity: doing the same thing over and over again and expecting different results.

I will once the paypal closes the investigation.
And today/tomorrow I will post PMs.
There was no TxIds since no btc was sent.

I dont see any mistake that I have made in this..Only one (maybe) is that I payed first, but if you have any advice how this could ve gone safer, please share. (Escrow, I dont think would be worth it case of the small amount)

1. You sent first
2. You sent first to a newbie
3. You sent as gift/used PayPal
4. You didn't consider his negative Trust

Don't expect any help from PP.

I am a newbie also.
And he didnt have negative trust until I gave him one.
I still appreciate advice, from 3 trades I had, one went smoothly, first was also a scamming attempt.
Now I will definitely trade only if other party sends first.

If you mentioned Bitcoin, highly doubtful. If you funded your payment via credit card, you need to file with them also.

Good luck to you. I would strongly suggest not to use PP in the future for these transactions.

If you use a trusted escrow, you don't have to fight over who goes first.

Recommended Exchanges: Binance.com | CelsiusNetwork
GPG ID: 4880D85C | 1% Escrow | 8% IPO/ICO Escrow services Temporarily Closed | Bitcointalk is the ONLY place where I use this name (No Skype/IRC/YIM/AIM/etc) | 13CsmTqGNwvFXb7tD9yFvJcEYCDTB8wQTS | Beware of these SCAM sites! | *Sponsored Link

Although, in the case of PP transactions, escrow doesn't stop someone from being chargeback scammed.

@OP: Try to stop dealing with newbies especially those who have been flagged in the past - newbie trades have a tendency to end in tears.

the forum needs to immediately list negative feedback when you checkout the trust profile until then it will go unnoticed by newbies

Wow, thanks for the heads up.  Still no rebuttal.  He was so desperate to "trade" with me this past weekend.
