There is no a bitcoin testnet that Support all kinds of non-standard transactions.

As we Know,so I builds the OmniTestNET site to get the goals.

Feature:
1.Support All kinds of Bitcoin non-standard transactions
2.Generate block Every 10 minute
3.based on bitcoincore 0.9

Guide:
1.Get TEST BTC at GetTestBTC  : http://107.170.99.203/GetTestBTC
2.DIY your transactions and boardcast at PushTX : http://107.170.99.203/PushTX
3.Explore Blockchain Blockchain: http://107.170.99.203:2750

Non-standard transactions such as:
1、
scriptPubKey : <pubkey> OP_CHECKSIG  
scriptSig : <sig>                                  

2、
scriptPubKey : <None>                            
scriptSig : OP_TRUE                          

3、
scriptPubKey : OP_RETURN                

4、
Puzzle
scriptPubKey : OP_HASH256 <hash> OP_EQUAL
scriptSig : <data>                                                  

and so on

Sounds great, but I am confused, is this essentially an alt coin (IE: a bitcointestnet with a different genesis block?) or is this BitcoinTestnet 3? Also, is it mineable, is there a client?

The bitcoin testnet has miner and client,but do not support  non-standard transactions.

OmniTestNET is not a altcoin,there is no miner,no client ,only for Test  and support all transactions,especially non-standard transactions. so you shold first create transactions,then relay on OmniTestNETat http://107.170.99.203/PushTX.

maybe next plan is adding wallet in OmniTestNET.

But where are you pushing the transactions too? The regular bitcoin testnet? What is the advantage?
