There is difference between China as state and China people. To be honest only decisions of people are important.

Even if government won't allow bitcoin or any crypto currency, people will still use it since it is easier for them to make transactions.  I bet there is a lot of tings banned by China government that people still do/obtain.

Yes there are instances of the Chinese obtaining commodities which are banned by their government. But the numbers are not that high. The real aim of the Bitcoin ban by the Chinese government is to discourage its use in China. And they have more or less succeeded in it.
