Ok configuring a GPU correctly is a trial and error process and needs you to find the best values for your individual hardware. The Readme files of CGMiner should lead you there but here's what you should do:

Find out how many shaders your particular card has and just use -I 15 and --shaders 'number of your card's shaders' as the starting config. From there play with the -I setting to find the sweet spot when the card starts spewing errors. When that is done set --thread-concurrency to 5x the number of your cards shaders and remove the --shaders parameter. Fumble around with the thread-concurrency seting until you see no more improvement in hashrate. Forget the overclocking. The additional hashrate mostly isn't worth the drastical decrease of your cards lifespan.

I'm mining at 30Khs on my AMD 8670M notebook card. No need to set those command line settings if you're on sgminer. Tweak sgminer.conf with these settings and you're good to go.
