thermal control problems - Radeon HD 6950 IceQ X 1gb

Hi guys.

I just replaced my GTX 560 with a Radeon HD 6950 IceQ X 1gb, hoping to get cooler temperatures. however, ufasoft keeps saying Thermal control decreases speed, T=84 (sometimes 86), delay=84

the delay keeps going up and up, and I do not know what it means.

the card also starts off at 325Mhash/s but then right now it hovers between 250 and 275.

is there a way to stop it from saying the thermal thing?

also my cash has kinda poor cooling.

EDIT:

I downloaded AMD system monitor and when the card first starts, it uses the gpu to 98%, now with the decrease it is 79%
