Is it possible to access bitcoins with just an address and key?
If so, how?

You only need your private keys (not your encryption password) to spend your bitcoin.
So if you still got them, your can import them in any wallet client and spend your bitcoin right away. Smiley

Set up a blockchain.info wallet and use the import feature to add the old private key to the wallet. Then you will be able to access those bitcoins.
