I have about 4 complete packs of magic the gathering, 1998 to 2004 edition 

Where can I make an evaluation of how much can it be worth?

I would say it isn't worth very much, probably in the $50-100 range. That is, if they are regular cards.
Show us some pictures so that we can see the kinds of cards you have and we may come to a conclusion on their price.

Yes I really need to do that. However I don't have a scanner around the house and the cards are at my moms house. As soon as I get them I'll take some pictures with my phone
