PGP is a system that encrypts and decrypts to allow for private communications among the parties involved. basically, a file or message encrypted with your public key can only be decrypted by your private key. otherwise it appears to be a useless jumble of words.

GPG is used to encrypt messages between two people.

If you have someones public key then you can send them a message that only that person can decrypt with their private key.
