You can't. Changing avatars is currently not possible. It was disabled due to a security breach.

And I haven't seen one of these threads in a while. What happened to Whiskers?

I cannot put yourself an avatar picture. The avatar pictures are only from oldschool members from the past. I hearth about some rumors of getting back the avatars, but not sure if that is true or not.

Because they had them before the security problems. They were apparently exploited by changing/uploading avatars so they were disabled from doing so.
