  Sorry for a newby question, but are there any exchanges where I can buy altcoins straight for USD w/o any hoops to jump through or w/o having to buy Bitcoin first.  I live in America if that is any help.  Thanks!

Depends on which altcoin you are referring to, if it is litecoin and darkcoin then yes. But it is others then no.
