Maybe I'm just missing something. Are premine percents based on the proof of work coins or the total of all coins after PoW and PoS?

My assumption was always that it was PoW only, but I see some coins (e.g. BigBangCoin) that states the premine as percent of total coins (after XX years of PoS).

Looking back, I see a lot of announcements don't specify the number of coins, but only the percent premine. Is this the newest scam to mask a large premine, using percents based on the total coin supply several years down the road, or has it always been this way?
