Probably a newb questions on trading XCN (but applies to other alts)

Was just looking at the BTer exchange.  They indicate 22BTC of volume in the last 24 hours.  It's fourth in volume.

But the bid-ask spread is HYOOOJ.  Bid is 7312 and ask is 8466...a whopping 15.76%.  Every time a trade takes place, the price is changing substantially.  

Is BTer volume reliable?  I have to wonder how this is possible.
