You will probably need to give some more info as to what that is.

What is an isis wallet account? URL?

Acceptable collateral is anything that holds value which can be given to the lender or loan escrow (preferrably digitally) without the lendee or anyone else being able to take it back, for example another cryptocurrency that you don't want to sell.

Additionally the value of the collateral should exceed the total value of the loan + interest by some margin.

Think he is trolling.

ISIS is a terrorist group. They did start a dating site and tours of land they occupy though.

If that is it, then it's no use as you can fund it via credit card. The lender has no way to know if the account was funded fraudulently or not, if it was he'll lose the collateral.

Isis wallet is a mobile wallet.  Its a digital wallet, form of NFC payment. Connected to my american express card. No bro i aint. "Trolling" and tied to my mobile account.

It's not acceptable. It MIGHT be connected to a stolen american express card, and the lender has no way to tell if it is or not.

In the past fraudsters have used hacked/stolen credit cards and PayPals as loan collateral, leaving the lender in the red.

In able have ISIS wallet i had to give them my SS# and in able to link my Amex card i had o go through verification process.
