Bitcoion investment game. Can be called gambling or an exchange

I have created a game that is basically an investment game but can be called gambling. It accepts and pays out only 2 cryptos. One is bitcoin and another is World Coin. To operate a site like this do you need a licence in Eurtope at the moment as nothing seams to be regulated at the moment. If anyone can point me in the right direction I will offer bounty etc or just a few free tips are always welcome. Thanks in advance.
