I need a Physical Visa/Master card with Bank account working for Paypal

Hello!

As I said in the title, I need a physical visa/master card which can be used to withdraw money from ATMs, with a bank account that works for Paypal. Is that possible? I've seen a lot of offers but any of them works with PP.

The reason I need this, is because I'm from Argentina, and there's no other way I can withdraw the money due to government regulations...

I already have a Payoneer mastercard, but they have disabled my USPS service, so I can't withdraw from Paypal. I need something like Payoneer, but from another company or bank.
