a site that does not update their btc value often. Especially one that keeps it at 13.00 for such a long time -_-

Well, the site doesn't set the prices.  What you are seeing is the best price from the unmatched orders, the buy orders (bids) and the sell orders (asks).

The problem has returned. I'm trying to figure out what exactly the problem is. I'll keep this thread updated as I figure it out.

How long have you been on this forum?  You obliviously have read no small amount of posts and I remember seeing you photo when I first became a member months ago.

As Stephen said, it's an exchange, not a shop.  If it's been stuck at $13 for a while, that's because there's very little volume on the site, so no trades have been made.  Of course, the issue of bitcoind.exe hanging often doesn't help.

I found the problem. It's not an issue with bitcoind hanging. I've figured out a solution. I'm implementing it now. It will be permanently fixed very soon.

EDIT: It's fixed. Thanks for your patience. Everyone with a balance with our service will receive a deposit of 0.10 BTC from me as an apology for the downtime.
