I want to know if any exchanges are there where we can short sell bitcoins to make profit on price down?

Same way we do in stocks.

Get on bitfinex, they will let you short btc and borrow to deliver on the short sale

Not sure how this applies, but https://wallofcoins.com -- you can set any price. People buy up coins *fast* when they are under "market" value...
