The problem is AMD management. I've heard a rumor that a perfectly complete Android driver was discarded and thrown into trashcan and the work was (is?) redone in India. Embarrassing.
Of course I gave you bad advice. Good one is way out of your price range.

Another wild rumor - they fired entire team which job was to manually optimize silicon layout (something like Bitfury did in his IC). Damn cost cutting.
