Due to Paypal's reversibility, will you wait 180 days to get your BTC?
It may be much easier to try localbitcoins.

I've got an idea.

Send the $90 to one of your friends or family, and have them give you $90 cash.

Send me the $90 cash in the mail.

20% of $90 is $18

$90 - $18 = $72

I'll send you $72 worth of bitcoins computed with the BitStamp rate when the cash arrives.

That should solve your problem, right?

Be careful of other brand new users who will take you up on your offer. Often times they'll try to get you to send your PayPal payment first, using the excuse that "If I don't send you Bitcoins, you can just dispute the charge and get your money back." However, after you send payment they'll keep stalling you (I have to sync the blockchain! My internet connection just died! etc) while they withdraw the funds to a VCC and cash out. By the time you get around to filing a dispute, the money is long gone.
