Is this for scamming someone, or do you legitly want to buy an account to trade and have reputation before you start?
I don't think anyone would sell you accounts, as they are verified with a lot of info, and if you do end up pulling a scam, then it will be bad for the original account owner.

You might also want to agree to an escrow. No one will send you an account to check, probably get an escrow to check.
