Translation attempt:
Hi. I'm new here. My questions are: Do I need a bitcoin wallet? If so, how do I use the wallet to buy bitcoins?
Welcome!

Take the time to read the posts in the forum, you will find a wealth of useful information.

Yes, if you want to use bitcoin you need,at a minimum, a way to generate bitcoin addresses.  Currently the easiest way to do that is with a bitcoin wallet.  This can either be a wallet program that you install on your computer that will store all the addresses and the cryptographic keys to access them locally, or it can be an online wallet service, where your addresses and keys are stored by a service that (hopefully) can do a better job of securing the contents from theft and loss than some people might on their own.

Once you have a wallet, you'll need to learn how to use the particular wallet program or service you've chosen so that you can generate a bitcoin address.  Then you can buy bitcoins and have them transferred to your bitcoin address.

Some of the online exchanges (for example MtGox) provide a service for you to buy your bitcoins and store them right there at the exchange.  You can then send them directly from there to anyone you might want to send bitcoins to, and you can give out your address at the exchange as an address to receive bitcoins from others.

Make sure you have a good understanding of how to keep your bitcoins safe, and what the risks are of loss or theft before you exchange a large amount of your local currency for bitcoin.
