has scammed me today, i sent to him 31$ on skrill to exchange to neteller. but he stolen me and just go.

You are a newbie and he is a newbie ... like seriously , next time make sure to use an escrow .
I would say he is a multi scammer . just made this account to scam people
I'am not an expert in Skrill since I never used it , but I guess they have Chargeback option or something , correct ? if yes then try to call them or speak with them via support or whatever and explain the situation , they may give you your money back

The complete name of the person who scammed me is Andrés Nahum Pizzorno .

Please if anyone knwo or cant get more information about it, please share what you have.
