why you are creating multiple thread with same question
you just use your payoneer debit card to deposit on exchange and buy BTC
you can try BTC-e exchange, they have credit/debit card deposit option with instant deposit so you will able to convert your payoneer to bitcoin within minutes

I tried to find some people on Currency exchange section here that accepts Payoneer but I failed hard , most of them uses Neteller instead .

because payoneer is a reversible payment method, its just like paypal and its not safe for the seller or buyer, payoneer has a really harsh policy against cryptocurrencies.
