Why would we have to pay for citizenship on Cryptonation?

Isn't HODLING and spending and paying everything in Bitcoin enough on the island?  

If you're a member here in Bitcointalk for over a year, should mean you're automatically qualified for Cryptocitizenship on Cryptoisland.

I agree, we should just have to prove ownership of an address or bitcointalk account to be allowed. Paying to be a citizen would not be good.

if someone would give me 3000btc I would buy an island and give citizenship immediately if invested in infrastructure or after 1 year of living, would have 1 years visa.
The first infrastructure comes from the hotels, casino and vacation homes and the powerplant would be built everytime more when more energy needed and the same concept with fresh water.      

and the island is not so far from the mainland, so it is easy to get there
