Are the transactions making same for most of the altcoins?

Hello everybody,

I would to ask, if its possible to create transaction with "previous transaction hash", "payee's address", "amount" and "private key" for most of the altcoins or not? I need to get transaction serialized as hex with this procedure for as many altcoins as possible.
